Dr. Irene Fiala stands out in the world of academia and reaches out a helping hand to those in need, working with victims of domestic abuse and sexual assault and the families of slain firefighters and police officers.  The student must be a member of the ROTC program.  The award will be made to the top female cadet with the highest Leader Development and Assessment Course (LDAC) performance. The student must have exceptional character as demonstrated by motivation, leadership and participation in community activities.


This scholarship was developed through the Dr. and Mrs. Arthur W. Phillips Charitable Trust and provides annual awards to individuals who are actively participating in the Edinboro University ROTC Program.  The scholarship must be awarded in the following manner:  First preference must be given to contracted Edinboro juniors who are enrolled in the ROTC Program.  If no eligible juniors are available, second preference must be given to freshmen or sophomore ROTC Scholarship recipients.  The recipients of the scholarship must be enrolled full-time (as defined by University policy) during the Fall and Spring semesters.  The scholarship cannot be used for the purpose of attending summer school.  The Chair of the Military Science Department and/or designee will select the scholarship recipient(s).
