Scope and Content: This collection holds materials from the University Senate. The materials include two separate bound notebooks, one from 1873-1876 and the other 1892-1905. These are correctly thought of as faculty minutes as the senate in its current structure did not then exist. There are minutes from the general meetings and reports of the various committees. Additionally, there are audiotapes of the meetings from 1971-78.

Historical Sketch: Dr. Chester McNerny, President of Edinboro State College, proposed the creation of a senate. In 1968, the Senate was officially accepted by the Board of Trustees. Since its inception the senate has been a recommending body composed of faculty and administrators. Later the senate incorporated student representatives. As first concieved, the senate was designed to make recommendations to the president and to the Board of Trustees (later named the Council of Trustees), on any matter affecting the school. There have been several revisions to the constitution of the senate that reflects the changes in university governance. The committee structure reflects the areas that senate monitors and makes recommendations concerning. Aside from its internal governance, the senate has recommending authorty only.

Series Descriptions

A. Governance
From the earliest 1968 draft of a College Senate to Senate Handbooks in the 1990's, this series documents changes in the goals and governance of the Senate. The earliest constituion differs markedly from the current version. Membership was limited to seven top level managers and faculty were represented by rank, 20% of full professors, 10% assoicate and 5% assistant. Only faculty with three years of service could vote. The president of the college served as Chairman of the Senate.

Matters undertaken for consideration included most matters of the university's operation. Some of the notable concerns that are no longer under senate review include; promotion, faculty welfare, concerts and lectures, athletics, alumni, academic calendar and publicity. With senate committees addressing each of these, some related documentation should be contained in the record group.

The earliest documents contain much the same information as latter senate handbooks. This includes the composition of the senate, the charges and members of the various committees and role and functions of the senate.

B. Academic Council, 1967-1991

Academic Council materials date from 1967 to 1991 with the bulk of them representing 1967-1986. Contained therein are minutes, agendas and memos. The business of the Academic Council was approval and review or courses and programs. Chairing the committee was Dr. McNerney, president of the college, for the early years. During the later years, Provost McKinnley acts as chair of the committee.

C. Committees, 1969-2000

This series ranges from 1969-2000. Of the committees that are chartered by the senate, only a portion are represented here. This is due in part because not all committees keep notes that are turned into the senate body nor do all committees give written reports. A years worth of committee work may result in a brief oral report to the whole senate.

The Committee on Committees takes up a large section of this series. This committee is charged with filling slots in the various committees. Other reports and minutes give evidence to the workings and concerns of the senate.

D. Course Proposals, 1968-2000

The senate has had recommendation authority for proposed courses since the senate began. The early versions of the senate constitutions assigns a curriculum committee to review the materials before it goes before the senate. Most recently, proposals are presented to the senate as a whole without a senate committee examination.

E. Program Proposals, 1971-2011

Like course proposals, these come before the senate for an approval or non-approval recommendation. The accrual of new program proposals accounts for the necessary update of the finding aid in 2013.

F. Senate Minutes, 1968-2000

The business of the whole body is documented in the minutes. During these monthly meetings, the members present is documented and business that is dicussed is recorded. Interspersed with these minutes can be found handouts for the meeting. They may include course proposals or other reports from committees.

G. Audio Tapes, 1971-1978

Contained in this series are cassette tape recordings of the general meetings.

H. Department Head Meetings, 1965-1986

Within this series are contained agendas, minutes, course proposals and curriculum changes. In general this group discussed academic matters. Other materials seemingly disconnected from the group also included, such as the minutes from the faculty meeting that considered the newly proposed constitution of the college senate.

I. Separates, 1873-1876 and 1892-1905

These are included in the Senate Record as a functional ancestor of the senate. They are minutes of the faculty for the dates given. The meetings were typically chaired by the pricipal and included the small number of faculty employeed at that time. Matters that came before them range from academic concerns to discipline of individual students.

It is worth noting that during this period, the school was private but receiving state funding for tuition reembursement from the state. This meant that the board was much more involved in the day to day operation of the school. Pennsylvania did not purchase the school until 1914.
