John E. Horan has been a member of the Edinboro University Council of Trustees since 2000 and chairman since 2011.
Mr. Horan earned a bachelor’s degree in political science from St. Benedict’s College in Atchison, Kansas, and has completed extensive graduate work in law, planning and public administration. He is the Executive Director of the Housing Authority of the City of Erie, having served since 1977, and previously was Planning Director for the City of Erie and Assistant Director of the Erie Redevelopment Authority.
Under his leadership, the Housing Authority has obtained $200 million in federal funds for the modernization of more than 1,800 housing units for low-income families and elderly. Mr. Horan is a recognized leader in innovative resident service programs. His agency has received 40 state and national awards for his resident service initiatives and innovative programs.
Mr. Horan has received numerous state, regional and community awards for leadership and community service, including the United Way’s Tocqueville Award in 2013, Edinboro University’s Martin Luther King, Jr. Award in 2008, and the Erie County Bar Association’s Liberty Bell Award in 1999.
Mr. Horan is married to Julia Sullivan Horan. He has three grown children, seven grandchildren and two stepchildren. He has lived in the city of Erie since 1968.
