Abstract: Institutional research is a functional lable rather than an office name. It refers to the office who's purpose it is to conduct internal and external research for the betterment of the University.

Acquisition Information: This collection was surveyed at University Planning, Research and Continious Improvement Office by the University Archivist. It was weeded and then transfered to the archives. Other deposits are first held on reserve in the library and after the next deposit arrives the older deposits are sent to the archives.

Historical Sketch: Lawrence E. Nanns appears as the first Director of Institutional Research in the 1973-74 catalog. By 1975-76 his title included Scheduling Officer. His titles continued to increase as he is listed as Assistant to the Vice President for Academic Affairs and Scheduling Officer and Director of Institutional Research. Nanns is succeeded as Director of Institutional Research in 1978 by George Roberts.

In what was nothing more than a shift of emphasis, Foster Diebold proclaimed in a 1981 Office of Institutional Research Newsletter that, "one of the first organizational changes that I made after assuming the Edinboro Presidency was to establish an Office of Institutional Research and Planning." This office was established in 1980 with John K. Fisher, Executive Assistant to the President as its head.

This changed in 1985 when Philip Kerstetter became the Director of Institutional Research and Planning. By 1987, Kerstetter assumed a larger role as Dean, Graduate Studies and Director of Institutional Research and Planning.

In 1995, Charles Frederick Able is listed as the Dean, Graduate Studies and Director of Institutional Research.

The transformation in place as of this writing (February 2003) took place in 1996-97 soon after Frank Pogue became president of the university. The new department, named University Planning, Institutional Research and Continuous Improvement, was put under the direction of Michael Mogavero.

Scope and Content Notes:
In the course of its work, Institutional Research responds to inquiries from the many state and federal agencies. Much of this collection is comprised of reports, often on standardized forms, to these agencies. Also included are the SSHE program reviews. These reviews are conducted and written by the faculty of those programs. Each deparment conducts one of these every five years. The reviews are staggered so that by the end of the five years each department has written its program review.

A) Act 511, Local Tax Enabling Act, 1984-88

This series contains summary reports of the Local Tax Enabling Act of 1965 ( otherwise known as the ACT 511 tax) for each Pennsylvania School District. The purpose of Act 511 tax was to allow school districts to levy taxes in order to obtain funding from local sources. There are a total of four reports in this series ranging from 1984 to 1988. Each report contains detailed data on the individual Act 511 taxes for each school district. The data was acquired from the Annual Financial Report (PDE-2057) that each school district submitted. However, every school district in Pennsylvania is not represented in the reports. There have been a few school districts that have opted to levy taxes from another form of legislation.

Cost Data, Common Cost Accounting, 1978-89

This series contains reports and documents pertaining to the Common-Cost Accounting method. The data collected from the CCA method was used to generate an Annual State College and University Budgeting System (SCUBS) report. The SCUBS report used the data for comparative analysis with the other institutions within the State System of Higher Education. The Office of Institutional Research and Planning was responsible for the completion of the report.

Within the series, there are reports and documents from 1978 to 1989. The reports in the series include Edit reports, SCUBS reports and spread sheets. The documents in the series include memos pertaining to the SCUBS report and the manual for Common-Cost Accounting (1981).

B) DEAS, Division of Educational Statistics, 1973-83

This series contains statistical information pertaining to the Division of Educational Statistics (DEAS). DEAS is a subdivision of the Pennsylvania Department of Education. The statistical information ranges from 1973-1983. Each document in the series contains some type of educational statistic for Edinboro State College and its branch campuses.

The types of educational statistics are as follows: Fall Enrollment Reports (1973,1974,1976); Winter Enrollment Reports (1976-79); Summer School Enrollment (1973-82); Supplemental Enrollment Data (1973-76, 1978); First Time Student (1974); Comprehensive Staff Report (1973-75, 1980,1982); Inventory of Adult/Continuing Education Activities (1974); Report of Veteran Education (1973-79); Report on Veterans Education Degree Graduates (1973-76, 1978-79); Supplement to the Degrees and other Formal Awards Conferred (1973-1975); Supplement to the Students Enrolled for Advanced Degrees (1973-74); Teacher Supply and Demand Survey (1974-82); Tuition and Required Fees (1977-82); Survey of Financial Aid (1972-75); and Field Experience Programs (1975-77).

The fall and winter enrollment reports have a similar format. These reports contain the number of students enrolled in a particular year. The reports divided the students according to male or female, full-time or part-time, and status (graduate or undergraduate). The reports further divided the undergraduates into first time degree students and upperclassmen. There are definitions of basic terms used throughout the report (e.g. graduate student). The summer school enrollment reports contains the number of students enrolled in each session. These reports contain the enrollment for the branches campus as well as the main campus. The supplemental enrollment data extends the basic fall or summer report. This statistical information contains figures such as the number of students who live on campus as opposed to those students who commute.

The comprehensive staff reports focused on five survey items. Section one surveyed the number of employees in institutions of higher education by occupational activity and sex. The second section focused on the full-time equivalents in instruction and/or organized research by academic area. Section three pertains to full-time faculty in instruction and/or organized research by highest educational level and academic area. The fourth section deals with the salaries of full-time faculty. Lastly, section five identifies the new and departing full-time from the fall.

The Teachers Supply and Demand Survey contains information regarding the number of students who were majoring in Education. The information was divided into men and women, student�s with a bachelor�s degree or with a master�s degree as well as elementary or secondary education. This survey further divided the secondary education course into the specific subjects the students specialized in (e.g. Agriculture, Art, Language, Journalism) if one chose. The Survey of Field Experience Programs noted those students who participated in either an internship or CO-operative education program. Also, the survey contains definitions of terms to explain how to read the survey.

The report on Veterans Education contains the criteria to identify veterans. After one is identified, the report divided the veterans into men or women, full-time or part-time, and graduate or undergraduate. The report on veterans education degree graduates focuses on what area of study that veteran graduate students were interested in. These report were divided the men or women, there discipline and either bachelor�s degree, master�s degree, doctor�s degree. The Office of Programs to Advance Veterans Education requested that DEAS collect data for both of these reports. The inventory of Adult/Continuing Education Activities contains information regarding the courses and/or activities which adult undergraduates, graduates, professionals participate in. These courses and/or activities were conducted on or off campus, during and time of the year, and with sessions scheduled during the day, afternoon, evening, or on weekends.

The supplement to the degrees and other formal awards conferred contains instructions, definitions, and the number of students that graduated from the various disciplines. The definitions in the report defined American Indian, Black, Spanish-Surnamed American, Oriental, and Others. The supplement to the students enrolled for advanced degrees has a similar format. These reports focus on those students who were to enroll in graduate level. The Office of Equal Opportunity of PDE requested that DEAS collect data for both of these reports.

The Survey of Student Financial Aid contains information regarding the race, sex and number of students participating in and the total amount of money expended for selected types of financial aid available to students. Specifically, the survey focuses on PHEAA Scholarships and Grants, PHEAA Loans, Institutional Scholarships and Grants, and Student Employment. The survey divided the students into race and sex as well. The Office of Equal Opportunity in the Department of Education and Pennsylvania Human Relations Commission requested DEAS collect data from this survey. The Tuition and Required Fees contains information regarding how much a undergraduate and graduate student pays to attend Edinboro State College. The tuition depends on whether the student is full-time or part-time and whether the student lives in-state or out-of-state. Also, the tuition depends on whether the student lives on or off campus.

C) Degrees and other Formal Awards, 1972-86

This series contains information pertaining to the degrees and other formal awards from 1972 to 1986. There is a 1972 copy of the Office of Education form on the degrees and other formal awards. Additionally, there are two publications from Education Today on the degrees and other formal awards (1982-83, 1983-84). These publications contains statistical information related to basic education, higher education and vocational education in Pennsylvania. There is also a publication from the Office of Institutional Research and Planning named Our Colleges and Universities Today. The information found in the publication includes the associate, baccalaureate, master�s and doctoral degrees by institution and field of study for all of the post-secondary institutions in Pennsylvania. Finally, there are spread sheets from 1986 that contained number of diplomas given for the 1985-86 year.

D) DERS, Department of Education, Bureau of Educational Statistics, 1971-72

This series contains documents from the Department of Education filed under the form type-DERS. These documents were used as part of the Bureau of Educational Statistics. The documents located in the series include: Comprehension Staff Report (1971-72), Opening Fall Enrollment Report (1971), Individual Branch Campus and Extension Center Summer School Enrollment Report (1972), Supplemental Enrollment Data (1972), and Inventory of Adult/ Continuing Education Activities (1972).

E) ED, Documents from the Higher Education General Survey, 1984-85

This series contains documents from the Higher Education General Survey (HEGIS) under the form type ED. These ED documents replaced the NCES form. The documents in the series include: Institutional Characters (1984), Degrees and other Formal Awards (1984-85), Fall Enrollment (1984), Residence/ Migration of College (1984), Salaries, Tenure, and Fringe (1984-85), Financial Stats (1984-85) and College & University Library. Also, there are various printouts of statistical that can be found in the series.

F) Enrollment,1975-80

This series contains information regarding student enrollment in Pennsylvania. The documents and reports within the series discuss the trends and specific enrollment periods in Pennsylvania�s System of Education. The Office of Institutional Research and Planning published a report on the Appropriations and Enrollment Trends for the PA State College and University System (1975-80). The report provided information concerning enrollment trends and appropriations received for individual in the Pennsylvania State College and University System.

G) EUP, Edinboro University of Pennsylvania, 1970-93

This series contains documents and/or reports pertaining to Edinboro University of Pennsylvania from 1970 to 1993. The contense of these documents and/or reports vary. The series begins with a Report to the Faculty, Administration, Trustees of Edinboro State College. The report was presented by an evaluation team representing the Middle States Commission on Institutions Higher Education. The views of the evaluation team were presented in the report following their visit to Edinboro.

In April of 1970, there was an International Report on Edinboro State College completed and given to the National Council for Accreditation of Teacher Education (NCATE). This report includes information pertaining to the Student Body & Student Personnel Policies, Faculty Resources for Teacher Education, the Physical Facilities (including the library), Basic Aspects of Undergraduate Teacher Education, Academic Policies relating to the Undergraduate Teachers, Undergraduate Curricula, Laboratory Expenses at the Undergraduate Level, Basic Aspects of Graduate Teacher Education, Graduate Programs for Teachers, and Graduate Programs for School Service Personal.

There are two reports found within the series in 1974. The first report on Advanced Programs to NCATE. This report was based on the evaluation of both the basic and advanced teacher education programs. The recommendations from NCATE were included within the report. The second report contained the appendix for the advanced programs to the NCATE. This report contained the summaries of the professional education faculty.

There are four reports found in the 1980�s. The first report (1980) was the Institution Report to NCATE Part I Undergraduate Programs. This report has a similar format as the Institution Report in 1970. In 1985, Edinboro University of Pennsylvania under the direction of President Foster F. Diebold proposed a Five Year Plan. Within this document, there ten institutional goals that the university was to achieve. Additionally, there were strategies to achieve each goal. The document was a representation of Edinboro University�s future.

Also, in 1985, Edinboro University of Pennsylvania put together a Self-study for Baccalaureate and Master Degree programs in Nursing. EUP developed this study according the criteria for the Evaluation of Baccalaureate and Higher Degree Programs in Nursing (the Fifth Edition). The report was submitted to the National League for Nursing Council of Baccalaureate and Higher Degree Programs (Board of Review). This report contains the Appendix volume II of the self-study. In the Appendix, there were policies and procedures regarding the nursing program as well as curriculum vita, faculty profiles, etc.

The Affirmative Action Prospectus of Edinboro University of Pennsylvania was created in 1989 under the guidance of President Foster F. Diebold. President Diebold reassured that Edinboro University was an equal opportunity employer. The Prospectus describes the programs and policies as well as strategies to improve the efforts to promote affirmative action. The document was in response to the goals established by the State System Affirmative Action and Equal Educational Opportunity Prospectus.

In 1991, a space plan was generated by all the members of the Administrative Operations Committee (AOC) for review and approval by the President. When presidential approval has been granted and funding has been identified, project timelines were then established. In 1993, there was a proposal submitted by EUP for Title III Strengthening Institutions Grant Program. The focus of the grant program was two-fold. First, the program was to analyze the status of assessment at Edinboro. Second, the program was focus on the institution programs and services directed at serving the first-time undergraduate student. The proposal consisted of Institutional identification and overview context of application, assessments, freshman year experiences, grant administration/evaluation, summary budget and assurances forms. Also, within the series is an undated organizational chart of EUP. This chart breaks down the positions and duties of the administration.

Finally, there is an undated Report on the Porreco Property by EUP. The property was donated by Lou Porreco, a longtime native to the Erie Area. The report discusses Mr. Porreco, his gift and describes the property. Also, the report discusses vital statistics of Edinboro University.

The publication entitled Our Colleges and Universities Today provided statistical data and trends relating to higher education in the Commonwealth of Pennsylvania. In 1981, the publication released the �Summer and Fall Enrollments�. This report contained data from the surveys that each institution in the state responded to. The NCES and DEAS provided the surveys. The Pennsylvania Department of Education prepared a summary of Enrollments in Public Schools of Pennsylvania in 1981-82. This data was reported by various public school administrative units- school districts, intermediate unit offices and full-time vocational-technical schools.

The Office of Institutional Research and Planning prepared the Academic Scheduling Report (1982). President Diebold requested this report to utilize all periods and days of the week for classes to increase enrollment. Finally, there are documents pertaining to the Fall Enrollment in Occupationally Specific Programs (1989) and Full-time Equivalent (FTE) Enrollment of Part-time students (1989). These documents were used for data collection by the Pennsylvania Department of Education.

H) Higher Education in Pennsylvania, 1970-91

This series contains information regarding the higher education in Pennsylvania. There are various documents, reports, and memos within the series. The reports were the result of the various surveys distributed from the Pennsylvania Department of Education. The reports in the series include: Fall Enrollment (1979), Financial Statistics (1982-83), Faculty and Staff (1983-84, 1984-85, 1985-86), Residence and Migration of Students (1984), Library Statistics (1984-1985) and Directory of Selected Personnel at Institutions of Higher Education in PA (1985). The information within the reports contained statistics from the most recent data as well as trends on a variety of selected topics. Also included within the reports was an Annual Data Plan from 1983-84. This plan was a summary of data collection forms to serve as a guide to fulfill the data requirements of PDE. Other documents included: Management Classification, Pay and Performance Evaluation Program (1987), Higher Education and the Economy, Summary of Selected Trends in Institutions of Higher Education and the State System of Higher Education Fact Book.

I) HEGIS, Higher Education General Information Survey, 1972-85

This series contains the Higher Education General Information Survey (HEGIS). This survey was created in 1966 due to the influences of the administrators and policy-makers. The U.S Office of Education, Pennsylvania Department of Education, other agencies at the federal and state level, and institutions and associations of higher education and private organizations and foundations uses this survey to collect data for administrative and analytical purposes.

Within the series, there are directions and revisions to the HEGIS between 1972 to 1985. The 1972-73 HEGIS removed the following surveys from the report: Adult/Continuing Education Activities and the Residence and Migration of College Students. In the 1973-74 year, HEGIS was composed of the following sub-surveys: Institutional Characteristics, Degrees and other Formal Awards Conferred, Summer School Enrollment Report, Financial Statistics of Institutions of Higher Education, Opening Fall Enrollment, Supplemental Enrollment Data, Comprehensive Staff Report, Library Reports, Students Enrolled for Advanced Degrees, NEA Teacher Supply and Demand, and Report on Veterans Education. Also, the series included supplemental reports on the following: Degrees and other Formal Awards, Opening Fall Enrollment, Comprehensive Staff Report, Students Enrolled for Advanced Degrees, Supplemental Enrollment Data, and Survey of Student Financial Aid.

There are revisions to the HEGIS from 1975 to 1984 included in the series. For each of these years, the HEGIS sent out a letter to the administrations of universities regarding the forms/surveys included from the year�s HEGIS. Also, there are schedules of reporting dates for the specific surveys. In 1975, the HEGIS included: Institutional Characteristics; Degrees and other Formal Awards Conferred; Supplement to Degrees and other Formal Awards Conferred; Report on Veterans Education Degree Graduates; Summer School Enrollment Report; A Survey of Field Experience Programs; College and University Libraries; Opening Fall Enrollment in Higher Education; Financial Statistics; Comprehensive Staff Report; Salaries, Tenure, Fringe Benefits of Full-instructional Faculty; Supplement Enrollment Data; Residence and Migration of College Students; Data on Veterans Education; Upper- Division Undergraduates and Post-Baccalaureate Enrollment Degree by Field; Supply and Occupations of New Teachers and Winter Enrollment in Higher Education.

The 1976 HEGIS revised the Summer School Enrollment Report, A Survey of Field Experience Programs, and College and University Libraries. Additionally, the Supplement Enrollment Data, Salaries, Tenure, Fringe Benefits of Full-instructional Faculty, and Winter Enrollment in Higher Education. There were some omissions and additions to the HEGIS. The omissions included: Supplement to Degrees and other Formal Awards Conferred, Comprehensive Staff Report, Residence and Migration of College Students, and A Survey of Student Financial Aid. The forms added included the following Adult/Continuing Education: Noncredit Activities in Institutions of Higher Education, Fall Enrollment in Higher Education. The 1977 HEGIS did not change.

The 1978 HEGIS omitted the following forms: A Survey of Field Experience Programs, College and Universities, and Teacher Supply and Demand Survey- Form I. In the 1979 HEGIS, four forms were omitted and three forms were added. The omitted forms include: Adult/Continuing Education: Noncredit Activities in Institutions of Higher Education, Fall Enrollment in Higher Education, Supplement Enrollment Data, and Winter Enrollment in Higher Education. The forms added include: Teacher Supply and Demand-Form I, College and Libraries, and Residence and Migration of College Students.

The 1980 HEGIS omitted the following forms: Report on Degrees Awarded to Veterans, College and University Libraries, Residence and Migration of College Students, and the Report on Veterans Enrolled in Higher Education. In 1981 HEGIS, two forms were omitted and one form was added. The forms omitted were Adult/Continuing Education: Noncredit Activities in Institutions of Higher Education, and Comprehensive Staff Report. The form added to the HEGIS was the Residence and Migration of College Students. The 1982 and 1983 HEGIS added the previous year�s omitted Comprehensive Staff Report as well as College and Libraries. The sole omission was the last year�s addition the Residence and Migration of College Students. The 1984 and 1985 HEGIS omitted two forms. These forms were College and University Libraries and Comprehensive Staff Report. The1984 and 1985 HEGIS added one form named Residence and Migration of College Students.

J) IPEDS, Integrated Post-Secondary Education Data System, 1986-89

This series contains information regarding the Integrated Post-secondary Education Data System (IPEDS) from 1986 to 1989. The IPEDS was the replacement for the HEGIS. The first phase of the transition process began in 1985- 1986. The reason for such a transition was to have a more integrated approach to the collection of data from institutions that offered post-secondary education. Many of the forms are similar to the ones used for the HEGIS.

Within the series, there are directions to the IPEDS. The directions include a glossary of terms located in the IPEDS. Also, the directions include the Data Collection and Analysis Plan by State System of Higher Education. In 1986, there was a Fall Enrollment form. The forms from 1987 include Fall Enrollment, Fall Enrollment (specific programs), Completions, Finance Report, Total Institutional Activity (1986-87), Institutional Characteristics (1987-88), and Salaries of Full-Time Instructional Faculty (1987-88). The forms contained in 1988-89 files are Institutional Characteristics, Completions, EF1 Reports, and Completer�s Report. Finally, the forms from 1989-90 are the Fall Enrollment (1989) and the Salaries of Full-Time Instructional Faculty. Printouts were included with the above forms. Also, there were various letters regarding the transition from HEGIS to IPEDS within this series.

K) NCES, National Center of Educational Statistics, 1979-84

This series contains documents that Edinboro State College completed and submitted to the National Center of Education Statistics (NCES). NCES complied the statistical information from the Higher Education General Information of Education Survey (HEGIS) for the Pennsylvania Department of Education (PDE). There are additional copies of the HEGIS report and various printouts as well.

Within the series, the information pertaining to the NCES ranged from 1979-1984. The documents filed in the series include: The Fall Enrollment and Compliance Report (1979, 82-83); Higher Education Staff Information (1979); Financial Statistics of Institutions of Higher Education for the Fiscal Year (1979, 81, 82); College and University Libraries (1979, 82-83); Degrees and other Formal Awards (1980-83); Institutional Characteristics Survey Form (1981, 83-84); Residence and Migration of College Students Fall (1981); Salaries, Tenure, and Fringe Benefits of Full-time Instructional Faculty (1980, 83-84). Also, there are instructions to updating and changing printouts (1980, 1983) and instructions to use the Hegis.

Additionally, there are other documents relating to the NCES. The American Association of University Presidents (AAUP) sent a questionnaire and letter regarding the report on the salaries of faculty. The letter stated that Maryse Eymonerie Associates, Inc. was to take control over the preparation of the report. There are a couple letters from Maryse Eymonerie Associates, Inc. concerning the report on salaries of faculty as well as their request for a copy of HEGIS XVIII ED (NCES) Form 2300-3. The request was to help in making a smooth transition with the report. Finally, there is directory of international students (1983).

L) OE, United States Office of Education, 1971-78

This series contains documents pertaining to the Office of Education (OE). The OE documents range from 1971-1978. Office of Education is part of the Department of Health, Education, and Welfare located in Washington, DC The OE documents were used as part of the Higher Education General Information Survey (HEGIS). Edinboro sent these documents to Washington because these documents were tallied at the national level. These documents are similar to those of DEAS.

The types of documents are located as follows: Employees in Institutions of Higher Education (1971); Degrees & other Formal Awards (1971-1978); Financial Statistics of Institutions of Higher Education (1971-1978); College & University Libraries (1971, 1973, 1976, 1977); Adult/continuing Education Activities (1971, 1975-76, 1977-78); Opening Fall Enrollment (1972, 1975, 1977, 1978); Residence and Migration of College Students (1972, 1975); Students Enrolled for Advanced Degrees (1972-1974); Fall Enrollment and Compliance Report of Institutions of Higher Education (1976, 1977); Survey of Athletes with Injuries and Deaths (1976); Salaries and Tenure of Full-time Instructional Faculty (1975-76, 1976-77, 1977-78, 1978-79); Upper Division & Post- Baccalaureate Enrollment by Degree Field (1975, 1976); and Institutional Characteristics of College & Universities (1973-74).

M) PDE, Pennsylvania Department of Education, 1973-89

This series contains information pertaining to the Pennsylvania Department of Education (PDE). The information ranges from 1973-1989. Specifically, there are memo�s and letters regarding the reports requested by the PDE. This series also includes the Status Report on Education in PA and Operating Institutions of Higher Education in Pennsylvania: Legally Authorized to Grant Degrees from 1987.Finally, there are reports pertaining to the College and Universities from 1987-88.

N) Postgraduation Activities, 1982-84

This series contains information regarding postgraduation employment. There are three separate reports from 1982-1984 found in the series. These reports summarizes the findings of a study concerning the postgraduate activity of higher education graduates at all degree at levels. The study attempted answer the following questions: How many graduates were employed? Unemployed? Underemployed? Pursing an advanced degree? How many graduates were hired in Pennsylvania? How many graduates were hired for jobs which they prepared for ? How many jobs did graduates hold in each major and degree field? Compared to the other institutions of higher education, what are the differences in the postgraduation activities of students?

In 1982, the report consisted of two smaller data sets. The first data set included the reported postgraduate activities of the certified graduates of the higher education institutions in PA. The data was collected from an annually report by the Division of Data Services of the Pennsylvania Department of Education�s Bureau of Information Systems. The second data set included information regarding the postgraduate activities of baccalaureate degree, associate degree, master degree, doctoral degree, and first professional degree graduates. This information was collected by a survey that was completed by cooperating colleges and universities in the Commonwealth. The 1983 and 1984 reports only included the second data set for information. The graduates who received education degrees were excluded in the report.

O) Post Secondary Education, 1987-91

This series contains information regarding the post secondary education in Pennsylvania. There are various reports that range from 1980-1991 located in the series. The reports include: Pennsylvania Department of Education�s (PDE) Annual Data Plan (1987-88, 1988-89, 1989-90, 1990-91) and the Classification of Instructional Programs for Pennsylvania Institutions of Postsecondary Education (1986,1988). The Annual Data Plan is a summary of data collection forms planned for the use of the PDE employees. The plan is designed to be used by the postsecondary education institutions as a planning guide to fulfill the federal and state law advanced. The classification of instructional programs was an expansion of the file on every postsecondary institution�s academic degree and certificate program. Additionally, there is a workbook entitled Self-Study Process: A guide for Post Secondary Institutions by H.R. Kellis from 1980 located in the series.

The series also includes the listing of PA nonpublic schools having secondary enrollments as well as elementary enrollments. The publications contain 1981 fall enrollments for both elementary and secondary for non-public schools. Finally, there is a Vocational Education Secondary Program Statistics from 1987-1988.

Q) The President and Vice-president Annual Reports, 1970-88

This series contains the annual reports of the vice-president of academic affairs and the president of the institution. The reports range from 1970-1988. The vice president and president�s reports were bound separately. The reports used different formats for each report each year. Both reports utilized visual effects such as graphs, charts and photos in the reports.

The Vice-president for Academic Affairs Report was established in 1970. Within this series, the reports include the years of 1970, 1976-77, 1977-78, 1978-79. The purpose of these reports were to provide information about various facets of the college that would be of interest to those concerned with its development. Additionally, these reports were kept up-to-date information that would be of value in preparing reports for various agencies and groups in the future. The President�s Annual Report was an overview of the University�s programs and the status of these programs. The report�s also highlighted the accomplishments affiliated with the university. For example, in 1983, Edinboro State College was promoted to University status. The President�s Annual Reports range from 1983 to 1988.

R) Research Reports from OIRP (Office of Institutional Research and Planning), 1971-80 This series contains various research documents and reports from the office of Institutional Research and Planning. These research documents and reports range from 1971-80. Within the series, there are reports pertaining to Non-returning Edinboro State College Undergraduate and Graduate Students (1971, 1979, 1980), Geographic Drawing Power of ESC (1981), various memos and letters sent to the administration Edinboro State College.

The non-returning Edinboro State College undergraduate and graduate students report attempted to discover the reasons students did not return ESC. The OIRP sought ways to secure present and future students to continue their education at ESC. The Geographic Drawing Power of ESC shows the association between where students live and the curricula they choose and which curricula have the greatest drawing power in 1981. There also is a report completed from a survey pertaining to how fall and spring calendars should be set. Finally, there is a report prepared by John K. Fischer (1981) regarding the economic impact of Edinboro State College on Northwestern Pennsylvania in the 1979-80 academic year.

S) SCUBS, State College and University Budgeting System, 1979-90

This series contains information regarding the State College and University Budgeting System (SCUBS) from 1979-1990. Due to Edinboro�s participation in the State System of Higher Education, the institution completed an annual SCUBS report. The data for these reports were complied by using the Common Cost Accounting procedure as well as data from credit hour production by discipline that was combined with personnel and financial data. This common set of institutional data information provided by the SCUBS report was used for comparative analysis.

There is the Common Cost Accounting Manual from 1979 and 1981 within the series. The purpose of the manual was to assist personnel of the State-owned colleges and university in preparing the annual Common Cost Accounting Reports and other related reports. In 1982-83, memos were distributed concerning the cost per credit and the calculation of program credit hour cost as well as other related subjects. Also, there were spread sheets printed from 1983-1986. Additionally, there were SCUBS reviews in 1982-83. From 1988-1990, there are the SCUB Review Reports. These reports included information regarding the financial and productivity of Edinboro University and the other State System of Higher Education institutions.

T) Selected Expenditure and Revenue Data for Pennsylvania Public Schools, 1983-1993

This series contains information regarding the data collected for selected expenditure and revenue for Pennsylvania Public Schools from 1983-1993. These reports were prepared by the Pennsylvania Department of Education. The information was divided into two separate reports- Selected Expenditure Data for PA Public Schools and Selected Revenue Data and Equalized Mills for PA Public Schools. The series also includes a report of the Selected Education Statistics for PA (1990-91).

The Selected Expenditure Data for PA Public Schools� reports included the years of 1983-84, 1985-86, 1986-87, 1987-88, 1992-1993. The contents discussed in these reports were to provide information about general fund expenditures for public schools in Pennsylvania. Within each report, there were tables that presented a ten-year historical statewide summary of expenditures made by all school districts, area vocational-technical schools (AVTS), and special schools in the major expenditure categories; total expenditures for the major expenditure categories for each school district, AVTS, and special school, as well as an average daily membership and a weighted average daily membership total for each school district. Other tables included: instruction expenditures, support service expenditures, major expenditures and the statewide summary of general fund expenditures.

The Selected Revenue Data and Equalized Mills for PA Public Schools� reports included the years 1984-85, 1985-86, 1986-87, 1987-88. The contense discussed in these reports were to provide information about the general fund revenues and tax collection data for public schools in Pennsylvania. Within each report, there were tables that presented a ten-year historical statewide summary of the total dollar amounts of general fund revenues, ten-year trend table showing the specific components of the local tax category and detailed tax information for each district in the state.

Finally, the Selected Education Statistics for PA to 1991 is located in the series. The report was named Projections. This report was a summary of selected statistics highlighting trends in education for PA. Projections contains data that included births, enrollments, attendance and membership, graduates and degrees, professional personnel and expenditures both basic and higher education.

U) Snyder Report

The series contains various documents pertaining to the Snyder Report from 1980-1991. This report was a document sent to the Department of Education regarding Edinboro�s productivity. Within the series, there are copies of letters sent to the Board of Trustees members, State Representatives, Senators, and the Governor regarding the report. These letters were accompanied with a complimentary report. The series also includes amendments to the reports. Finally, there are copies of the Synder Reports from 1986-1989 in the series.

V) SSHE, State System of Higher Education (Program Reviews),1988-95

This series contains the Annual Report of 1995 completed by the State System of Higher Education Program Review. The report includes program summaries and Academic reviews from the School of Liberal Arts, School of Science, Management, and Technologies. There are also program summaries and reviews that are non-academic. These summaries and reviews include Academic and Student Affairs, Financial Operations and Administration, and Institutional Advancement. Additionally, there are memos and letters from 1988 concerning the Annual Report for that year.

W) Surveys(conducted by EUP),1980-90

This series contains various survey information for Edinboro University. This information ranges from 1980 to 1990. The majority of the surveys were conducted by the Office of Institutional Research and Planning at Edinboro University. The actual surveys cannot be found in this series rather there are reports, letters and memos concerning the surveys.

The series includes information from the following surveys: Senior Survey (1980), Former Student Survey (1981), Telephone Survey (1981), Limra Cost Survey (1982), Budget Committee Survey (1982), Survey of Potential Local High School Students: Potential Colleges and/or University (1983), Admissions Survey (1984), Faculty Research/ Creative Activities Survey (1984), Health Care Survey (1984), Alumni Survey (1985), Nursing Survey (1985), Meadville Airport Survey (1985), Alumni Telephone Survey (1986), Senior Survey (1987), New Student Survey (1987), Nursing Study (1987), Final Examination Questionnaire (1989) and the Survey-Letter of Eligibility (1990). Finally, there is also a Department of Education Survey that was written in 1983.
