Below, the PennWest Edinboro Police Department provides answers to some of the more frequently asked questions it receives from students and parents.


Decals are used for identification. They enable us to determine who is responsible for vehicles, thereby identifying individuals permitted to park in specific places. The University has selected and marked lots for use by different groups that bring vehicles onto campus. Parking decals identify which vehicles are authorized to park in particular lots. Decals also assist us when it is necessary to locate a vehicle owner due to an emergency (e.g., if a parked vehicle is blocked in by another vehicle, gas is leaking from a vehicle, etc.).

Visitors should be advised to go to the University Police Department at 911 Scotland Road, where they will be issued a temporary parking permit to hang on the vehicle's rearview mirror. University Police personnel will provide a campus map and instructions as to where to park.

Please remember to advise all visitors to abide by all University regulations while parked on campus.

Criminally, you can expect to face a District Magistrate, where you will have the choice of pleading guilty or not guilty. If you plead guilty, the fine and costs will be set by the District Magistrate and you will be required to pay that amount. The maximum fine is $300 plus costs and/or 90 days in jail.

If you plead not guilty, the District Magistrate will set a hearing date within 10 days of your request. At that hearing, you will present your side of the incident, which would include any witnesses or evidence that would be pertinent to your case. You are also afforded the opportunity to have an attorney represent you.

If you are found guilty, you'll be required to pay the set fine and costs. In addition, the following operator's license revocation will occur (any multiple sentences imposed shall be served consecutively):

  • 1st offense - 90 days
  • 2nd offense - one year
  • 3rd and subsequent offenses - two years

A record of this arrest will be maintained by the University Police for review by any potential employer, should a background check be requested.

The court may require you to complete a program of alcohol education, intervention or counseling. The University has made this a requirement if you are charged with this offense while a student at PennWest Edinboro.

By law, your parents will be sent a letter informing them that you have been arrested and charged with underage drinking. They will also be advised as to what consequences you can expect.

The Office of Student Standards will receive notice of your charges and a hearing will be scheduled for you with the University disciplinary board to determine what sanctions will be imposed. This could range from a letter of warning and probation to suspension or expulsion, depending on your disciplinary record.
